Art has it's various interpretation. This song is a Art, explicit one. Blowing in the wind puts forward the idea about love, hard work, awareness, passion and peace.
 It starts with man, because self awareness is needed as human being to realize what we are in reality. Our actions are responsible for our future. But the question is who should you ask to get the answer about the limitations imposed on our activity. Where should we seek the answers of unknown? Then the song moves on to Dove, a  beautiful white dove that has a dreams about family and eggs. It's not a direct question to our ability to say "Enough is Enough." But it's the focus of the singer that the tired dove needs some rest and cannon balls can have a specific place to strike upon. More over the main theme here is that the need for the feeling of being able to accomplish any desire is not achieved if the limits of ability is not set and we wonder in our timeless intervals to find meaning of things that has no meaning at all.

In second verse, the song questions about the ability of mountain to withstand the harsh situations. It not only discourages the strong determination of staying alive and living as a feeder or provider. Not only that, the song also as makes an argument about the freedom we all want to experience in our life. It makes the point of being tied into circumstances right after our birth and our predictable habit of indulging  ourselves in them. In addition to that, there is the rush of ignorance prevailing in our society. It's not good for a us.

In third verse, it's all about sky, cry and death. When we are aiming something in our life, we should always be able to see the target only. Sky not only has clouds, it has stars too and looking for stars always makes us able to create our goal rigid like them. The song is also suggesting that we have started to hear people at far so clearly and distinctively but we are becoming like machine day by day. We are able to ignore other peoples' cry. We have ignored other normal people's death too.

Bob Dylan was trying to make some difference here. He was expressing his feeling so that with it's help for all human race and humanity.
